Abstract Considering the current conditions of the country's electricity industry, the development of technologies such as geothermal heat pumps, which, in addition to reducing electricity consumption, have the ability to reduce peak in summer, are of particular importance. The main goal of this research is to analyze the failures of the geothermal heat pump technology development path through a suitable model. This analysis is considered the most important tool for policy-making in this field. For this purpose, in this article, with the approach of paying attention to contextual factors, a model for the analysis of the technological innovation system was proposed and implemented. In the way of implementing the model, the obstacles to the development of geothermal heat pump technology were extracted through in-depth interviews with experts in this field. The results of this study led to two categories of policy recommendations that are suitable for the development of geothermal heat pumps. The results of this research showed that considering contextual factors in the analysis of the national innovation system identifies more comprehensive systemic failures and provides more diverse policy recommendations.
